Safeguarding Reporting Pathway
Aligned with Carmarthenshire Council
1. Immediate Danger
If a child, young person or adult is at immediate risk of harm:
● Call 999 — Police / Emergency Services immediately.
● After this, report to your Designated Safeguarding Lead (DSL) within your organisation.
2. Recognise & Record
Whenever someone discloses or you suspect abuse or harm:
● Stay calm and listen.
● Do not promise confidentiality.
● Write a clear record of what you were told (use their exact words if possible). ● Include date, time, place, people involved and your own details.
Keep this securely on file in line with your safeguarding policy.
3. Internal Reporting
Immediately report the concern to your organisation’s Designated Safeguarding Lead (DSL). Your DSL should:
● Assess the concern.
● Decide whether a referral to Social Services / Safeguarding Board is needed. ● Help complete a referral if required.
If your DSL is unavailable and you feel a referral is necessary, you should not delay in raising it yourself.
4. Referral to Children’s Services
If the concern is about a child or young person:

This team is the first point of contact for safeguarding concerns about children in Carmarthenshire.

5. Referral to Adult Safeguarding
If the concern is about an adult at risk, including neglect or abuse:

Professionals should consider completing a Multi Agency Referral Form (Adult MARF) where appropriate.
6. Local Authority Designated Officers (LADO)
If your concern involves an allegation against staff, volunteers or someone in a position of trust, contact the Local Authority Designated Officer:

● Adults LADO: Cathy Richards – CRichards@carmarthenshire.gov.uk They provide advice and oversight on handling allegations against professionals.
7. Safeguarding Board & Regional Support
Carmarthenshire is covered by the Mid and West Wales Safeguarding Board (CYSUR), the regional statutory safeguarding partnership that provides guidance, policies and multi agency frameworks — but does not take referrals directly.
8. Out-of-Hours Support
If your concern arises outside normal working hours:

9. Follow-Up
After making a referral:
● Record who you spoke to, the date/time, and any reference number. ● Ensure your DSL follows up as needed.
● Keep relevant records securely.

● Always record your actions and follow your own organisational safeguarding policy as well as Carmarthenshire’s procedures.
● If in any doubt, refer or discuss with Social Services — it’s better to report and be safe.
